SJ2005 

What is SJ2005?

ICT revolution is here. It is transforming the world in which we all live and work. ICT has given rise to a new dimension of information and knowledge acquisition, spurred by the exponential growth of the Internet.

While the MSC initiative aims at transforming Malaysia into a World-class multimedia and content industry , the Government needs a different platform to evaluate and study the social, education, political, economic and technological impact of ICT on a communities. But we do not yet have a live-in community in Putrajaya and Cyberjaya for this purpose.

As such the Strategic Implementation Thrust Committee chaired by the Deputy Prime Minister had in May 1999 decided that Subang Jaya be earmarked as a testbed for migration to the E-WORLD. This project has come to be called as the SJ2005 Smart Community Program.

Vision

SJ2005 envisions growing and evolving the Subang Jaya community into a Smart and Knowledge-based Community. Using a tri-sectoral participation model between the Government sector, private entities and communities,the project is hoped to be completed by the year 2005.

Objectives

The main objectives of the SJ2005 initiatives are:

  • To build a knowledge-based community
  • To evolve good, effective, accountable, transparent, caring governance framework
  • To promote e-business and e-commerce for new wealth creation
  • To forge social cohesiveness and enrich life through internetworked society
  • To enhance internet access and connectivity
  • To promote relevant skills to learn, adapt and use internet
  • To ensure smart partnership between tri-sectors, ie the Government, private and communities. 

Implementation

Thrust Areas

To achieve the above objectives, 4 main focus areas of implementation have been identified:

  • E-Community
  • E-Learning
  • E-Business

E-Public Services

E-Community focuses on promoting and growing strong communities within physical and virtual space, through comprehensive access, uptake and diffusion of ICT.

E-Learning focuses on enhancing continuous / lifelong learning via electronic interaction towards creating an information and knowledge-based society.

E-Business focuses on Subang Jaya's economic adaptability in the face of the emerging global economy

E-Public Services focuses on effectively and efficiently delivering services from the public, private and community sectors to the residents of Subang Jaya enabling the 3 sectors to be more responsive to their needs.

Approach

The implementation of SJ2005 is a joint collaborative effort between NITC, Subang Jaya Municipal Council, and the Ministry of Housing and Local Government. Nevertheless, the project also saw the involvement of the private and communities inline with the governance research agenda of NITC to pilot the tri-sectoral partnership.

Both the top down and bottom approach of project planning and implementation will be used.

3 structures of working committees have been established ie.

  1. SJ2005 Steering committee responsible for the overall strategic planning ( Top Down ) 
     
  2. SJ2005 Implementation Committee in charge of short, medium and long term planning 
     
  3. Several Working Groups comprising community and business representatives form the core of the working structure. They are tasked to provide inputs on local needs, contents, identify, monitoring, manage and operationalise action projects. This process represents the bottom up approach of the SJ2005 initiatives.

What is hoped to be achieved

SJ2005 is a 5 year project ( 2000 - 2005 ) and with the expected deliverables are:

  • A high bandwidth telecommunication infrastructure that connects all users
  • A Subang Jaya portal as a gateway to all E-Community, E-Learning, E-Business and E-Public Services products and services. 
  • A computing environment in all schools, educational institutions and where community learning is encouraged 
  • Local business services over the internet 
  • Public services on line 
  • 100% households are connected and use internet 
  • An E-Community programme in each precinct 
  • Impact study and feedback of migration of Subang Jaya into the E-World
