MSC Malaysia Cybercity and Cybercentre implement the proven concept of industry clustering, which is locating similar technology companies within the same geographical area i.e. Silicon Valley (USA) or Penang (Mal), to fuel economic growth, by raising the level of innovation, development and competencies, both on a regional and national level.
This concept help creates a positive environment of inter-networking and collaboration among the companies involved. It also helps optimises and rationalises the high cost of infrastructure invested to create this environment, which in turn also help serve as a test-bed for many new ICT technology and products.

MSC Malaysia Cybercity and Cybercentre eco-system aims to create a competitive enabling environment to attract, nurture and retain ICT and ICT-enabled industries.
In this context, MDeC is mandated by the Government of Malaysia to benchmark and set criteria and standards and process applications for the MSC Malaysia Cybercity and Cybercentre status.
Rollout of MSC Malaysia enabling environment in the forms of MSC Malaysia Cybercity and Cybercentre status will be conducted in stages based on readiness of identified sites to meet the stipulated MSC Malaysia criteria and standards, and value proposition for economic growth.
Qualifying criteria for MSC Malaysia Cybercity/Cybercentre
- Driven by State Government, and MSC Malaysia Cybercity / Cybercentre stakeholder
- Broadband and infrastructure readiness
- Customer focused management with KPIs
- Competitive environment to attract investment, nurture start-ups / SMEs and house knowledge workers
- Talent pool availability
- Proximity to universities and research centres
- Use relevant Flagship Applications to enhance service delivery
- State ICT Blueprint providing value propositions for local economy
